ETSC Urges EU to Reject Tesla Speed Features

The European Transport Safety Council on Sept. 29, 2026 urged EU member states and the European Commission to reject two speed-related features in Tesla's Full Self-Driving (Supervised) system. ETSC says a speed offset can raise maximum speed by up to 50% above the detected limit, for example from 50 km/h to 75 km/h, and conflicts with UN Regulation No. 171. ETSC also objected to a contextual max speed feature that can use nearby traffic as a reference. According to ETSC, Tesla did not list speed offset among functions requiring an Article 39 exemption. Dutch regulator RDW granted provisional approval on April 10. Belgium, Czechia, Denmark, Estonia, Lithuania and Slovenia recognized it. Sweden, France and the Czech Republic have raised speed-limit concerns. Elon Musk has said delaying FSD approval "will cost lives." ETSC noted Belgian tests found the system detected but did not act on 30 km/h signs and tried to overtake cyclists on cycle streets, findings it said were not linked to the two speed features. Further discussions by the EU Technical Committee on Motor Vehicles are scheduled for Oct. 6. A vote on EU-wide approval, previously expected in October, is now unlikely before December.
