Fifth Circuit Rules Migrants Lack Constitutional Bond-Hearing Right

The Fifth U.S. Circuit Court of Appeals ruled 10-7 that the Constitution does not require bond hearings for immigrants detained during deportation proceedings, reversing lower-court orders that had required hearings for three detainees. The decision applies in Texas, Louisiana and Mississippi and could limit a key route for detained immigrants to seek release. The Supreme Court is separately set to consider whether federal immigration law requires bond hearings; its review does not address the constitutional question decided by the appeals court.
