Finland Joins France’s European Nuclear Deterrence Initiative

Finland has joined France’s initiative to expand the European dimension of French nuclear deterrence after confidential talks between the two governments. Helsinki said the move will deepen bilateral defense cooperation and strengthen European security, following participation by Norway, Sweden and Denmark. The initiative is separate from NATO’s nuclear deterrence, which Finland says remains anchored in the alliance’s nuclear-sharing arrangements and the United States’ extended deterrent. Finland will determine the pace and scope of its involvement, will not receive a French-style collective-defense guarantee, and will not be required to help finance France’s nuclear forces. The initiative may include increased strategic consultations, military exercises and potential temporary deployments of French nuclear-capable assets, but France will retain sole control of its nuclear arsenal.
