France, Latvia Plan Nuclear Deterrence Talks

France and Latvia will begin talks on Latvia potentially joining a French-led nuclear deterrence initiative, following consultations between French President Emmanuel Macron and Latvian Prime Minister Andris Kulbergs. The framework would deepen cooperation among European allies around France’s nuclear forces, while control of the arsenal would remain with Paris. Macron also agreed to consider expanding France’s military presence in Latvia, particularly air-defense capabilities, to reinforce security on NATO’s eastern flank. Latvia’s foreign and defense ministries will develop the country’s negotiating position, proposed cooperation arrangements and a timeline for discussions. The announcement comes as Latvia has faced scrutiny over its position on extending EU sanctions against Russian individuals and entities.
