Paris shopkeepers board up storefronts ahead of weekend protests

In eastern Paris, cafe employee Wael Boubaker covered a storefront with plywood panels ahead of the weekend. "Everyone is staying home. No one is going to come and buy anything," Boubaker said.

That was the concrete cost of France’s third consecutive weekend of mass protests. Government and police figures put nationwide turnout at 320,000, including about 70,000 in Paris — lower than the 410,000 counted on Oct. 24 and the 550,000 on Oct. 17, when organizers had claimed 800,000 on each of those earlier days. Authorities still deployed roughly 70,000 security personnel. More than 40 Paris metro stations were closed and tram service was cut, a disruption that itself reduced the crowd. The Paris march was forced onto the outer boulevards from Porte de Bagnolet to Porte de Charenton rather than through the city center, a decision President Emmanuel Macron framed as necessary to protect shops after earlier unrest had already looted hundreds of them.

The peaceful bulk of the column did not define the day. After the procession reached its end point, dozens of masked people dressed in black pried up paving stones with hammers and hurled them at police. An incendiary device — a Molotov cocktail — was thrown at security forces. The police prefecture described "a hard core of several hundred rioters" at the rear of the march attacking officers with projectiles, including that Molotov. Police answered with tear gas and baton charges. In Lyon, protesters threw projectiles and officers again used tear gas. In Toulouse, police turned water cannon on an unauthorized protest of several thousand, mostly young demonstrators. By 2 p.m. Saturday, officials reported 27 arrests, compared with 217 at the same hour the previous week. An informed source had expected between 400 and 800 hard-left activists in Paris alone.

Macron did not treat the violence as spontaneous overflow. "Last Saturday we had political and seditious acts by ultra-left groups whose aim is to bring down the Republic," he said. Interior Minister Laurent Nunez’s office had prepared for street violence on a scale comparable to the Oct. 17 disorder, which produced the looting of hundreds of shops. Nunez also flagged social-media calls for Halloween-evening gatherings that urged protesters to spark a "revolution." Police barred entry to Place de la République and Les Halles from 11 p.m. to 6 a.m. Unaccompanied minors faced a 9 p.m. curfew around the Champs-Élysées; a Paris court had already suspended an earlier minors’ curfew as an illegal infringement of freedom of movement. The state’s answer was force under law, not indulgence: protect the commercial core, keep the hard core from turning a permitted march into a wrecking operation, and hold the line for ordinary taxpayers who fund both the security deployment and the damaged storefronts.

Hard-left presidential candidate Jean-Luc Mélenchon joined the Paris march and accused Macron’s government of "taking an increasingly authoritarian turn." That is the other side’s strongest political claim, stated in its own words. The record of the weekends answers it. Marches were authorized, then rerouted after courts and police weighed the risk to shops and public order. Tear gas, baton charges, and water cannon followed projectiles and a Molotov, not the reverse. The Oct. 17 precedent was not a policing theory; it was looted storefronts A republic that fields 70,000 officers to keep paved streets and small businesses intact is enforcing the rule of law, not inventing authoritarianism. Mélenchon’s presence and the expectation of hundreds of hard-left cadres in the capital made plain that the contest is not only over prices or school budgets. It is over whether ultra-left factions may use mass mobilization as cover to attack the institutions that keep public order.

Demonstrators and their spokespeople put forward real grievances the government must still face in the 2027 budget debate. Camille Guerin, 31, in Nantes, said, "We say no to the cost of living, no to the far right, yes to high school students' demands, yes to giving citizens a voice." Corentin Cabreux, a 21-year-old student, described a state-run residence where "there are damp stains all along the bottom of my walls, whole sections peeling off, cockroaches everywhere, rats." Aurelie Herrmann, 47, danced in Lille and said, "I dance because on television they only show damage and destruction, whereas you can perfectly well demonstrate in good spirits. Struggle is classy, it needs to come back into fashion." Those complaints — living costs, neglected student housing, teacher shortages, an admissions system students call unfair — began the high-school movement and drew in unions and Yellow Vest activists. Stating them fairly does not erase what followed the speeches. The same weekends that carried those demands also carried hammers on paving stones, fireworks and projectiles at police, and a pattern of riot and looting that shopkeepers in eastern Paris answered with plywood before a single marcher arrived.

Public safety and free enterprise are not abstractions when a cafe worker boards his windows and predicts empty streets. The taxpayer underwrites the 70,000-strong deployment and the cleanup after each Saturday. Limited government does not mean a government that surrenders the street to a hard core whose aim, in the president’s words, is to bring down the Republic. National sovereignty and the border are not the lead slogans of this particular coalition, yet the same European weekend saw youth-led unrest and copycat calls from Germany to Italy to Spain; in Barcelona the prior Saturday, rioting produced about 130 arrests, mostly of minors. France’s choice is whether permitted protest remains protest or becomes a recurring license for seditious cadres to test the state’s monopoly on force.

Student organizers have already named the next pressure point. Sabrine Kharbach, speaking for the Union Etudiante, said, "Starting this Tuesday, we will blockade our universities and high schools, and we will do so again on Thursday before joining the demonstration on November 5 called by workers and trade unions." The blockades, the Nov. 5 union march, and whatever Halloween-night calls Nunez’s ministry is still tracking will decide whether the third weekend’s lower turnout was a peak fading — or only a pause before the hard core tries again.
