Company and Six People Indicted in Alleged MaineCare Fraud Case
Six people and South Portland-based Community Home Health Care LLC were indicted in an alleged scheme to defraud MaineCare by billing for personal care services prosecutors say were never provided. The alleged conspiracy ran from 2020 through August 2026 and involved falsified Electronic Visit Verification records, including the alleged use and sharing of employee login credentials. The company received nearly $48 million in MaineCare payments from 2019 to 2025; prosecutors say more than $600,000 was paid for purported care for one client, with about $35,000 later reversed. All six people were arrested. The defendants face health care fraud conspiracy charges; owner Noora Abd and employee Faysal Kalayaf Manahe also face obstruction charges, and employee Mohammed Alkhalaf is additionally charged with making a false statement to the FBI. The charges are allegations, and the defendants are presumed innocent unless proven guilty.
