Ho Chi Minh City proposes 10-year housing-loan subsidies
Governments and housing stakeholders are pursuing different ways to ease affordable-housing financing pressures, from subsidized borrowing to measures that protect existing units. In Vietnam, social-housing buyers worry that loan rates could rise after introductory periods, while Ho Chi Minh City is proposing larger, longer interest subsidies for social- and worker-housing projects. California’s new law will let affordable-housing owners shift income between properties to help avert foreclosures, as supporters cite rising operating costs and thin financial margins. Ghana plans to mobilize long-term cedi financing and broaden housing options, including rentals and rent-to-own arrangements, amid falling borrowing costs. Separately, the U.S. Department of Housing and Urban Development set rates for interest on certain FHA-insured mortgage debentures for the six-month period beginning July 2026.
