Jacobs-PCL Wins $1B San Francisco Wastewater Upgrade
The San Francisco Public Utilities Commission selected a Jacobs-PCL Construction joint venture to design and build nutrient-reduction upgrades at the Southeast Treatment Plant, the city’s largest wastewater facility, which treats nearly 80% of its wastewater. The project, estimated at about $1 billion, will add advanced treatment to reduce nitrogen discharged into San Francisco Bay and meet updated state and federal environmental requirements. Construction is planned while the plant remains operational, and Jacobs will support local community health, education and workforce-development programs. The commission has approved an initial $192.7 million preconstruction award; the final contract value and construction schedule have not been specified.
