Kotek Plans 2027 Oregon Childcare Expansion Bill
Oregon Gov. Tina Kotek says that, if reelected, she will pursue universal childcare by 2031, with guaranteed places for families who want them and an emphasis on affordability. She plans to propose legislation in 2027 to coordinate existing early-learning programs and expand those that are working well, rather than necessarily replacing current programs. An expert roundtable she convened is expected to deliver initial recommendations in December to guide the effort. Oregon already funds programs including Oregon Prenatal to Kindergarten, Preschool Promise and Multnomah County’s Preschool for All. Kotek has not yet outlined a funding plan, saying the state should first agree on what to build and which programs to expand; she also warned that federal cuts threaten services families rely on.
