Mexican national pleads guilty in cartel-tied El Paso tunnel case

Luis Carlos Davalos-Lopez, 29, pleaded guilty in federal court in El Paso to conspiring to smuggle migrants into the United States through a clandestine tunnel connecting Ciudad Juarez, Mexico, with Texas. Prosecutors said investigators uncovered the sophisticated passage in January 2025 and used intercepted calls to document discussions of migrant traffic and fees of up to $30,000 per person. The FBI attributed the tunnel to Cartel de Jalisco Nueva Generacion, which the U.S. government has designated a foreign terrorist organization, and said it was used to support the smuggling of people and drugs and the trafficking of firearms into Mexico. Davalos-Lopez faces up to 10 years in prison, while two co-defendants have also pleaded guilty in related cases.
