Mexico Plans US Lawsuit Over ICE Custody Death
Mexico is pursuing diplomatic and legal action over the death of 56-year-old Emiliano Andrade-Covarrubias, who was found unconscious in his cell at the Rio Grande Processing Center in Laredo, Texas, while in ICE custody. President Claudia Sheinbaum said Mexico would file a complaint in the United States, while the Foreign Ministry has called for a prompt, thorough and transparent investigation and plans to submit a complaint to the Webb County District Attorney. Andrade-Covarrubias’s family alleges he was denied needed medication and that staff failed to respond adequately to his health complaints; the cause of death remains under investigation. Mexico says 18 Mexican nationals have died in U.S. immigration custody or during immigration operations since January 20, 2025, and is seeking stronger consular access and protections for detained migrants.
