Nevada already checks signatures on ballots so adding ID verification seems like extra hassle without much gain.
This rule would probably keep a lot of older folks and shift workers from voting easily by mail.
Requiring ID for mail ballots makes sense to me if it stops any chance of fake votes getting counted.
