Oregon board votes three-year decertification for sheriff after arrest
Oregon’s public safety standards board voted unanimously to revoke Umatilla County Sheriff Terry Rowan’s law-enforcement certification for three years, citing dishonesty and misconduct related to his 2025 drunken-driving arrest in a county vehicle. Rowan plans to appeal, so the revocation will not take effect while the case is reviewed by a state administrative law judge—a process that could take at least a year, during which he remains certified. Rowan apologized to the board’s police policy committee and cited his law-enforcement service and ongoing recovery efforts before it recommended the sanction.
