Pentagon Authorizes DHS Heat-Ray Border Tests
The Pentagon has authorized the Department of Homeland Security to borrow and test one Active Denial System for seven months starting in September, while DHS develops tactics for possible use along the southern U.S. border. The military describes the system as nonlethal: its invisible electromagnetic beam causes a burning sensation on the skin and is intended to prompt people to flee, with effects reportedly lasting 10 to 15 minutes. The weapon has never been used at the border, and officials have raised concerns about legal authority, effectiveness, possible injuries and the risk of pushing people into dangerous situations such as rivers; DHS would be responsible for operating it.
