ICE plans to spend up to $20 million to equip officers with CTG-5 G.L.O.V.E. gloves that deliver electric shocks through direct skin contact. The gloves are described as a conductive distraction and de-escalation tool, with voltages around 350 volts and an effect dependent on current, waveform, and contact. Advocates say the technology could aid de-escalation and compliance when used with existing tactics. Civil-liberties groups, including the ACLU of Kentucky and New York Attorney General Letitia James, warn about potential abuse and accountability gaps. The gloves operate via Neuro-Peripheral Interference, delivering pulses to a contact point to cause pain without breaking the skin and require bare skin contact. Deployment timelines extend into 2027, with procurement continuing beyond the previously cited March 2027 endpoint.
