Trump Administration to Send $500 ACA Refunds to Nearly 1 Million Enrollees

The Trump administration says it will issue $500 refunds to nearly 1 million Affordable Care Act enrollees in the 30 states using the federal Healthcare.gov marketplace. Payments are expected to begin in October and arrive before the Nov. 3 midterm elections. The refunds would come from roughly $500 million in surplus user fees that the White House says were collected through higher premiums during the Biden administration, not from new taxpayer funds. Eligibility is reportedly limited to marketplace customers who purchased coverage without federal premium subsidies and paid the full cost of their plans. The funds had previously been considered for expanded no-cost contraception coverage, but that proposal was abandoned after conservative opposition. Trump is presenting the refunds as part of his proposed “Great Health Care Plan,” drawing scrutiny because of their potential political benefit as ACA premiums rise after enhanced subsidies expired.
