St. Paul Chief Adds Retaliation Claim Against Mayor
St. Paul Police Chief Axel Henry has amended his lawsuit against Mayor Kaohly Her and the city, adding a claim that Her personally retaliated against him under the Minnesota Human Rights Act. Henry alleges Her publicly suggested he lied, sought to diminish his complaint through the handling of the investigation, and excluded him from police staffing decisions; he also disputes her account of disagreements over department operations and contracts. The lawsuit follows an outside investigation that found Her engaged in inappropriate workplace conduct but did not substantiate sexual harassment allegations. Her has denied Henry’s characterization of their interactions, saying their calls concerned work and disputing that she sought a personal relationship with him; the amended complaint also alleges the city delayed providing Henry the investigative report and initially supplied a heavily redacted copy.
