Portland Water Plant Hits 40% Completion, Costs $2.58 Billion

Portland’s Bull Run water filtration plant, intended to protect roughly 1 million area residents from cryptosporidium and meet federal standards, has grown from an estimated $500 million project to a $2.58 billion undertaking. City officials cite soaring construction costs and land-use challenges behind the increase. The project is about 40% complete after delays and is now expected to begin operating in 2029, rather than next year.
