Providence Voters Approve Broad Divestment Measure Intended to Target Israel

Providence voters approved Question 7 by roughly a 75% to 25% margin, adopting a citizen-led ordinance directing the city to avoid future investments, to the extent possible, in governments accused of genocide, apartheid, ethnic cleansing or illegal military occupation and in companies considered complicit. The ballot language did not name Israel, but the campaign’s organizers said the measure was intended to address Israel, making Providence the first U.S. city to approve a divestment measure by popular vote. The ordinance also calls for the city treasurer to review investments annually and report on compliance; mayor-elect David Morales supports it and has pledged to enforce it. Opponents have raised concerns about antisemitism, the measure’s reach across companies and investment funds, its effect on city finances, and whether it can be enforced, with legal challenges possible.
