Rochester Couple Charged in Disabled Son’s Homicide

Rochester, New York, police accused Andrea Livers, 58, and her boyfriend, Lancysa Harris, 42, of restraining and starving Livers’ developmentally disabled son, Timothy Green, 33, to death. Responding to a Feb. 17 911 call, first responders found Green naked, severely malnourished at about 88 pounds, and bruised around his wrists and ankles; the medical examiner later ruled his death a homicide caused by severe dehydration and failure to thrive in a setting of probable restraint. Investigators said they found handcuffs, barbells and weights in the apartment, while surveillance showed no evidence that Green had left during the preceding 45 days and the residence contained few or none of his personal belongings. Police also allege that Harris controlled Green’s Social Security and SNAP benefits and that the pair used his food benefits for themselves after he stopped attending medical appointments. Livers and Harris were each charged with second-degree murder, first-degree kidnapping and endangering the welfare of an incompetent or physically disabled person, and police said the pair provided minimal, nonsensical information before declining further interviews.
