Rochester Man in Wheelchair Killed by Garbage Truck

Harold Howard, 75, was killed in Rochester when a city garbage truck turning left from Warsaw Street onto Hudson Avenue struck his motorized wheelchair as he traveled along the road’s west shoulder, police said. The driver was uninjured and did not appear impaired; the crash remains under investigation, and police have not announced charges. Disability advocates say barriers to accessible sidewalks can force wheelchair users into streets and are urging the city to work with disabled residents; the city’s ADA plan identified nearly 66,000 accessibility barriers. The city says sidewalks near the crash site are accessible, with curb ramps installed in 2020 and sidewalk inspections and repairs completed earlier this year.
