Roxboro Officer Arrested in Raleigh After Alleged Bar Altercation

Roxboro police officer Joseph Downey Jr., 32, was arrested in Raleigh after an alleged altercation with a security guard outside a Glenwood South bar. He faces misdemeanor charges of intoxicated and disruptive conduct and resisting a public officer; arrest records say he appeared intoxicated, challenged the guard to fight and resisted an officer trying to intervene. Downey was released on bond and placed on administrative leave while Roxboro police conduct an internal investigation. The department says he had no prior disciplinary or conduct violations, and Chief David Hess said the alleged behavior does not reflect its standards.
