Shreveport Investigators Seek Landlord Over $145,000 Water Bill

Authorities in Shreveport, Louisiana, have obtained an arrest warrant for 38-year-old Ephraim Feldman, the New York resident identified as owner of the Sanctuary apartments, over allegations that he collected rent that included water costs but failed to pay the city’s water bill. The outstanding balance reached more than $145,000, and investigators say the utility payments went unpaid for over 60 days; the city shut off water service, leaving tenants without running water. Feldman is wanted on one count of misappropriation of funds under a Louisiana law enacted in 2025 to address landlords who collect utility payments without paying providers. A separate report says Feldman also faces a New Jersey civil arrest warrant related to an alleged unpaid obligation to a former property manager; that matter is distinct from the Louisiana criminal case.
