Spanberger Conditions $67B Merger on Six-Year Rate Freeze
Virginia regulators are reviewing the proposed $67 billion Dominion Energy–NextEra Energy merger, which Gov. Abigail Spanberger says should be rejected unless the companies make binding commitments to protect customers, workers and the state’s energy goals. She is seeking a six-year freeze on base residential electricity rates, triple monthly bill credits, measures to reduce household energy costs and disconnections, and greater investment in energy efficiency and locally generated clean power. Separately, State Corporation Commission staff recommend denying the merger as proposed, citing unresolved concerns about reliable service, rates and risks tied to NextEra’s unregulated businesses. Staff say they would not oppose approval if the companies accept additional safeguards, including an independent Virginia utility board, limits on dividends, a 10-year commitment to maintain Virginia staffing and a later review of service and rates.
