States Bar SNAP Purchases of Candy, Sugary Drinks
New state-level SNAP restrictions took effect Nov. 1, 2026, barring purchases of certain sugary drinks, energy drinks and candy in South Carolina and North Dakota, while Virginia’s rules prohibit using benefits for carbonated drinks with at least five grams of added sugar and carbonated energy drinks. South Carolina’s Healthy Food SC initiative applies to all SNAP retailers and still allows items such as baked goods and, under the state’s guidelines, diet and zero-sugar sodas; recipients must use other funds for restricted products. North Dakota’s rules cover purchases at stores, farmers’ markets and online, with eligibility depending on product ingredients and sugar content. South Carolina’s restrictions are scheduled for two years, after which officials will assess their effects; the state says the changes do not alter SNAP eligibility or benefit amounts.
