Treasury Proposes Excluding Venezuela From Investment Curbs
The Treasury Department has proposed removing Venezuela from the countries of concern covered by U.S. restrictions on certain investments abroad, saying Nicolás Maduro’s government no longer exists and the current government led by Delcy Rodríguez does not meet the proposed definition. The change is not final, and Treasury says some investments in Venezuelan entities could still be covered. The proposed rules implement the 2025 COINS Act, requiring notification of certain investments in sensitive foreign technologies and prohibiting others; they also add biotechnology to the covered sectors. Treasury is accepting public comments through December 7.
