UN Security Council calls for updated strategies as groups exploit AI

The U.N. Security Council unanimously called for updated counterterrorism strategies as terrorist groups increasingly exploit artificial intelligence, drones, satellites, social media and other technologies. The call came during a meeting marking the 25th anniversary of the Sept. 11 attacks, highlighting rare consensus among the council’s members on the continuing threat of terrorism. Separately, Anthropic reported that state-linked actors in China, Russia and Yemen had attempted to misuse its Claude AI models for weapons development, surveillance, intelligence operations and cyberattacks. One China-based actor reportedly used Claude to design electronic-warfare software capable of detecting, jamming and deceiving radar and communications systems, while another effort involved research into making a mosquito-borne virus more dangerous. The disclosures underscore growing concerns that widely available AI tools could accelerate military threats, biological-weapons development and other forms of geopolitical harm.
