US delays on SK Hynix China equipment cloud New York investment plans

U.S. delays in approving American chipmaking equipment for SK Hynix’s Dalian, China, facility are adding uncertainty to its U.S. expansion plans. The company expects increased Dalian production to help fund Solidigm’s proposed $45 billion investment in two NAND plants in New York, a project that could eventually grow to about $100 billion. Commerce Department officials have resisted approving equipment for expanding or upgrading the China facility, despite repeated talks with Solidigm executives; the sides are separately discussing equipment needed to keep Dalian operating in 2027. The dispute highlights the administration’s challenge of enforcing China-focused technology controls while encouraging investment in U.S. semiconductor manufacturing, and could mean a more gradual rollout of the New York project.
