Ordinary travelers in Iran will probably suffer most from grounded flights while the government finds workarounds.
I don't see how blocking plane repairs will change Iran's behavior much when past sanctions have not stopped their oil exports.
These sanctions on Iranian aviation make sense if the goal is to cut off parts that could help their military flights.
