Vietnam sets 65% state ownership floor for major banks by 2030
Vietnam’s 2026–2030 state-capital restructuring plan covers 21 state-owned or state-backed enterprises, aiming to improve efficiency while preserving government control in strategic sectors. The state will maintain at least 65% ownership in BIDV, Vietcombank and VietinBank by 2030; VietinBank is currently just below that threshold, and the plan does not specify how the target will be reached. Agribank will remain wholly state-owned, as will major strategic enterprises including EVN, PetroVietnam and the Vietnam Expressway Corporation. The government also plans to raise its direct stake in Vietnam Airlines to 86.42% from 39.29%, while reducing its stake in Vietnam Rubber Group to 75% from 96.77%.
