Livermore narrowly backs town-manager system, Fort Smith approves mayor-council

Voters in Livermore, Maine, narrowly approved switching to a town-manager form of government, with the change taking effect when the Select Board appoints a manager; voters will continue to elect officers and decide on budgets and other town matters. They also approved using a $254,220 county-budget overpayment to reduce the town’s 2028 property-tax assessment. In Fort Smith, Arkansas, voters approved replacing the city-administrator structure with a mayor-council system, with more than 70% supporting the change. The transition is expected to take effect in 2028, when an elected mayor will assume executive responsibility for day-to-day city operations.
