Woman Shot Outside Virginia GOP Headquarters, Party Says Unrelated

A woman was shot in the shoulder around 1:45 p.m. on Thursday, Oct. 29, 2026, outside the Republican Party of Virginia headquarters at The Obenshain Center, 115 E. Grace St., Richmond. Staff working inside heard shots ring out. The woman, who had been speaking with two people at a booth outside the building that was not affiliated with the party, was brought inside bleeding, conscious and moaning in pain. First responders arrived within minutes and took her away. No RPV staff members were injured. Frank Loehr, CFO of the Republican Party of Virginia, said he and other staffers were working inside when the shots rang out. The party said it had no indication the shooting was connected to its operations. "I was shook up, and I'm still a little shook up," Loehr said. Authorities had not identified a suspect or released details on what led to the shooting as of Thursday afternoon. Richmond police had not issued a public statement or responded to media inquiries. The woman's condition beyond the scene was not released. The shooting occurred days before the Nov. 3 Virginia general election.
