Lake Mead barrel victim named as police keep hunting his killer

Clark County Coroner Melanie Rouse gave a name to the man whose remains had sat sealed inside a corroded barrel at Lake Mead. Officials displayed a photograph of Edward “Buddy” Lelburian Jackson as she announced the identification.

Jackson died from a single gunshot wound to the head. The bullet was never recovered. Clothing and shoes found with him matched styles sold at Kmart in the mid-to-late 1970s. Investigators place his death in the late 1970s or early 1980s, when he was likely in his mid-to-late 50s.

The National Park Service and boaters first reported the barrel on May 1, 2022, in shallow water at Hemenway Harbor after drought lowered the reservoir and left the container exposed. Nothing else was inside besides the clothes he was wearing. For more than four years the case drew public theories about organized crime. Homicide detective Robert Price met those claims directly. “At this point in our investigation, we don't have information to support those theories,” Price said. He underscored the same point again: investigators “don't have any information to support those theories.”

That insistence on what the record will and will not carry is the core of the rule of law applied to a cold homicide. Speculation is cheap. A charge requires proof. Price and his colleagues have so far found no known ties between Jackson and Las Vegas at all. He was not known as a gambler. He had never been reported missing. The myth of a mob hit filled a vacuum the evidence does not fill.

What the evidence does show is quieter and harder. Jackson was originally from Arkansas. His last known residence before California was Hot Springs. In the early 1970s he lived in the Los Angeles area with his wife. He had a brief criminal history in Salt Lake City, Utah, that included aggravated arson and conspiracy to commit fraud. Relatives in Arkansas last saw him when he visited in the early 1980s. After that the trail thins. “He would travel the country. He would show up when he showed up,” Price said. “Once he moved to California, we lose track of him.”

The ordinary American in this story is not a celebrity victim or a political symbol. He is a man who moved, drifted, and then vanished into a barrel on the bottom of a federal reservoir that supplies drinking water across the Southwest. Coverage that preferred gangland color over that plain fact left the human stake half-told. Naming him restores the first duty of a homicide investigation: the dead get their identity back so the living can be asked the right questions.

That naming did not come from a lucky tip. Jackson’s DNA was not sitting in a database ready for a hit. Identification required DNA analysis paired with forensic investigative genealogy. An initial genealogy lead proved insufficient. The coroner’s office then turned to Oklahoma State University’s Forensic Sciences Department, where Dr. Jason Beaman’s team continued the work. A DNA sample from a possible relative helped confirm the match. The FBI laboratory in Quantico produced composite and facial images to support the effort. Local detectives, a county coroner, a university lab, and a federal facility each did a defined piece of work. That is government performing a narrow, legitimate function—identifying a murder victim and preserving a path to a killer—rather than manufacturing a narrative the facts refuse to support.

The conservative case here is not nostalgia for a vanished West or a lecture about climate. It is simpler. Homicide is the state’s first public-safety obligation. When decades pass, the temptation is either to close the book or to dress the unknown in glamorous crime lore. Price refused both. The case remains an open homicide. Investigators are seeking information about Jackson’s travels, his associates, his work, and the circumstances of his death. Anyone with knowledge has been asked to contact the LVMPD Homicide Section or Crime Stoppers of Nevada.

Limited government does not mean indifferent government. It means the state uses its coercive and scientific tools where individual rights and public order actually require them: to name the dead, to test theories against evidence, and to keep a murder file alive until a suspect can be proved or the leads truly end. Forensic genealogy, used this way, is not an open-ended surveillance project. It is a method for solving a specific crime against a specific person whose remains the drought happened to return to view.
