Citizen ends Bend school attack before police arrive

At 1:02 p.m. on Oct. 15, 2026, Bend police officers reached Silver Rail Elementary School and found the attacker already down. A community member who had seen the 16-year-old enter the building had pursued him and engaged him, Bend Police Chief Mike Krantz told reporters that evening. The suspect was dead within seconds of the officers’ arrival.

The first 911 call had come at 12:59 p.m. A driver reported being shot at multiple times by a person with a long gun near the school, about 100 miles southeast of Portland. Within a minute, Deschutes County dispatch took multiple calls of an active shooter inside. The school went into lockdown at 1:01 p.m. Officers were on scene a minute later.

Three children, ages 5, 8 and 11, were killed. One teacher was also killed. A 7-year-old child and a 54-year-old teacher were taken to the hospital in critical condition. Early accounts varied on the total dead; a preliminary law enforcement source told CNN four people had been killed, while later police briefings fixed the children’s ages and confirmed the adult death alongside the two critical cases. At least two victims were transported to St. Charles Bend. The full casualty picture and conditions remained incomplete in the first hours.

The suspect was a 16-year-old male and a Bend resident. Police did not publicly identify him and did not say whether he attended the school or knew anyone there. He used a shotgun or long gun and forced entry by shooting at locked doors. Silver Rail had received classroom door hardware upgrades in 2022 as part of a districtwide project installing locks designed to be secured from inside via a switch. Those locks did not keep him out.

Sheila Miller, the Bend Police communications manager, briefed reporters on site while officers still evacuated the building room by room. “We don’t have confirmation yet who shot the suspect. It may have been a bystander,” she said. She added, “This is the kind of thing we never want to see happen in Bend.” Miller choked up during the briefing. Krantz later stated plainly that the suspect had been fatally shot by a community member who saw him entering, followed him, and engaged him. Governor Tina Kotek thanked the community member who, in her words, “heroically intervened to stop further loss of life.” Police said they expected to release more on that person Friday.

Students were bused from the school to Journey Church at 61303 S. Highway 97 for reunification. Parents gathered in a large, frightened crowd outside the school and then at the church. Bend-La Pine school board member Marcus LeGrand, speaking from the church, said the immediate focus was getting children back to their families; mental health and counseling would follow. Superintendent Steven Cook released a statement: “We are stunned and heartbroken by this senseless tragedy. We extend our deepest sympathy to the families and to everyone affected by this violence. No words can adequately express the grief our community is experiencing. Our immediate priorities are caring for our students and staff and assisting law enforcement and emergency responders.” All schools, athletic events, and extracurriculars across the Bend-La Pine district were canceled for Friday, Oct. 16.

FBI Director Kash Patel said the bureau was on scene assisting local law enforcement. “We will make every resource they need available,” he wrote. The investigation continued under local command with federal help.

Oregon’s Democratic senators and House members moved quickly to the gun-law argument. Sen. Ron Wyden said the best way to honor the victims “is to at long last pass common-sense gun laws that reduce the risks of more children, parents, teachers and staff forced to live in fear of similar nightmares for their schools.” Rep. Janelle Bynum said, “Our babies are supposed to do arts and crafts at school, not use their desks as cover from gunfire. They’re supposed to make friends, not mourn them.” Sen. Jeff Merkley wrote that his heart was with the Bend community and that “no one should have to fear violence at school.” Rep. Maxine Dexter said schools should be places of learning and that lawmakers must do everything to keep kids safe. Kotek said no community should have to live through this day and urged Oregonians to support one another.

Those calls deserve a straight answer from the clock and the scene, not from adjectives. The first shot into a car was reported at 12:59. Police arrived at 1:02. By then the attacker was already dead because an armed community member had acted inside the three-minute window. No statute debated in Congress lengthens or shortens that interval. The right of a law-abiding citizen to carry and to intervene is the constitutional baseline the Second Amendment protects; in this case it was the force that ended the killing. Demanding new federal restrictions on the lawful public after a juvenile used a long gun to shoot his way through upgraded locks does not explain how those restrictions would have placed a capable defender inside the building faster than the man who was already there. The record supplies no evidence the suspect’s weapon was illegally obtained under existing Oregon or federal rules, and no official has yet filled that gap.
