House GOP Leadership Says Current Congress Is ‘Most Productive.’ Americans Don’t Seem To Feel That Way

House leadership argued the 119th Congress has been the “most productive” in decades, although public sentiment tells a different story.

Speaker Mike Johnson and House Republican Conference Chair Lisa McClain argued Tuesday that the current Congress has been the most successful since 1949, according to Punchbowl News. Congress has the highest disapproval rating in history and passed the fewest number of bills in over a decade.

“This has been the most aggressive and productive Congress since Speaker Joseph Martin’s 80th Congress in 1949,” McClain said. “In terms of the number of bills passed, tax legislation, and deregulation, this has been the most successful session since then — 77 years.”

Johnson said the current Congress had been the “most productive, successful and aggressive” since 1949, according to Punchbowl News.

McClain’s office told the Daily Caller News Foundation that they reached that determination because over 900 pieces of legislation were passed in the House, the second-highest amount in U.S. history. They also cited $4.6 trillion in tax cuts, $1.1 trillion in net spending reductions and the reversal of 22 Congressional Review Act resolutions repealing Biden-era rules.

Johnson argued the current Congress “delivered” on several major parts of the Republican agenda, including tax cuts, low illegal border crossings and school choice.

“In the last year and a half here, we delivered the largest middle and working class tax cut in American history and also prevented the biggest tax hike in American history that would have happened by default last December had we not accomplished our mission,” Johnson said. “We delivered the lowest violent crime rate in 126 years, the lowest level of illegal border crossings in half a century, a tax advantaged investment account for every American child, the first ever nationwide school choice program, the biggest decrease in prescription drug prices in over 60 years, we doubled the child tax credit, we have iconic companies like Ford and Toyota and General Motors reshoring production and bringing jobs back home to communities across this country.”

Between Aug. 3 to Aug. 24, A Gallup/Newsweek poll found that 78% of Americans disapproved of Congress, while 17% approved. In April, the disapproval rating stood at 86%, the highest rating ever recorded for Congress in Gallup history.

Since 1949, other sessions passed historic bills and enacted more standalone bills than the current Congress. The 89th Congress passed Medicare and Medicaid and created the Department of Housing and Urban Development and the Department of Transportation in the mid-1960s, while the 88th Congress passed the Civil Rights Act and the Economic Opportunity Act, according to Punchbowl News.

President Donald Trump signed 102 bills into law this Congress, possibly putting Congress on track to enact the fewest number of bills in a two-year period. Among completed two-year Congresses, the 118th Congress enacted 274 laws, the fewest since the Civil War era.

Congress passed several bills in massive packages rather than as standalone items.

The national debt surpassed $40 trillion in August and Congress hadnot addressed spending. The House passed a $95 billion reconciliation package in July that included no offsets. Both chambers have passed several pieces of legislation that added to the national debt, such as the Inflation Reduction Act and the One Big, Beautiful Bill (OBBB).

The chamber introduced several bills to restrict Flock Safety cameras, although no member has introduced a bill to outright ban them.
