Americans Struggle On Citizenship Test As New Voter ID Push Gains Momentum

The Numbers Are Clear

A new poll shows most Americans want stricter rules for voting. The Harvard-Harris survey found that 82 percent of people believe a valid photo ID should be required to cast a ballot. This number holds true across party lines. Republicans, Democrats, and independents all agree on the need for proof.

The survey also asked about proof of citizenship. 79 percent of respondents said they support requiring this before voting. Only 21 percent oppose the idea. These are not small margins. They show a clear desire for order in the system.

According to Breitbart, the survey was taken from September 26 to September 28, 2026. It included 2,200 registered voters. The data shows 95 percent of Republicans back these measures. Even 73 percent of Democrats agree on photo ID requirements.

What the Plan Entails

Vice President JD Vance recently spoke about a specific plan to change federal law. He and President Trump have discussed the SAVE America Act. This law would require a valid ID and proof of citizenship to register for federal elections. It also directs states to remove non-citizens from voter rolls.

Per Breitbart, Vance said they have “war-gamed” how to pass this bill. They looked at every detail to see if it could work. The goal is to take control of the Senate floor. Noting that 72 percent of the public backs tightening voter ID requirements for the 2026 Congressional midterm elections, Vance observed this.

Vance explained the political math behind the effort. According to him, the act becomes passable if the Vice President and 50 GOP senators unite. This would happen even without a Democratic vote. The group would fire the Senate parliamentarian and remove the filibuster.

The Real Obstacle

However, Vance pointed out a major problem. It is not the rules or the parliamentarian that stops them. He said the issue lies with a few Republicans who side with Democrats.

He explained why they waited to act on this plan. “We have war-gamed this to every detail and I wanted to do this a few months ago, and we ultimately decided it doesn’t make sense because it’s not going to go anywhere,” Vance remarked during an interview.

Until those few senators change their minds, the path remains blocked. The numbers show the public wants change. The plan is ready to go. But the votes inside the Senate must match the will of the people.
