Outdated energy regulations are the target of the American Energy and Mineral Infrastructure Act of 2026. It would reduce delays and costs for new pipelines and power projects. Another bill, the Ratepayer Protection Act, passed the House by a 417-3 vote. This law would make large data centers pay their own electricity costs. Instead of passing, it faces a block in the Senate from Senator Martin Heinrich. The Federalist reports that Democrats oppose measures that would exclude noncitizens from census counts too.

Why the Votes Are Stalled

Most legislation in the Senate demands 60 votes for consideration under existing rules. Republicans hold 53 seats, so they need help from at least seven Democrats. Senator Chuck Schumer led the opposition against the data center bill. He told reporters that the bill remains “voluntary,” noting no single company faces mandatory compliance. Fox News reported that Schumer called the bill purely politically motivated.
