County ties up to $3 million to Corning job and investment goals

New Hanover County commissioners unanimously approved up to $3 million in performance-based incentives to encourage Corning to expand its Wilmington-area operations, and Wilmington City Council is considering an additional $2 million. The proposed $585 million project would create 414 full-time jobs, with an average annual wage of about $85,000, and construction is expected to be completed by the end of 2028 if Corning selects the site. Corning considered locations in other states and countries, so local officials say the incentives are intended to keep the investment in the region and strengthen its appeal to future employers. Payments would be made over five years only if the company meets job and investment requirements; county officials estimate increased property-tax revenue would recoup the county’s contribution within several years.
