South Korea proposes border talks to avert clashes
South Korea has urged North Korea to hold military talks to clarify the land border and reduce the risk of accidental clashes, following a recent landmine explosion in the demilitarized zone that injured South Korean soldiers. The proposal comes as Pyongyang has cut off a military hotline and said it will no longer pursue dialogue with Seoul, which it has called an enemy.
