FIFA has imposed lifetime bans on former Maldives federation president Bassam Adeel Jaleel and former Montserrat federation president Vincent Cassell for serious financial misconduct. Jaleel was sanctioned for diverting COVID-19 relief funds for personal use, including allegedly depositing FIFA money into his own account and purchasing an apartment, and was fined 1 million Swiss francs. Former Maldives finance director Mohamed Ageel received a 10-year ban and a 100,000-franc fine for helping conceal the misuse through falsified documents and other violations. Cassell was fined 1 million francs for abuse of position, conflicts of interest, misuse of FIFA and federation funds, and conduct affecting staff members, while former Montserrat general secretary Tandica Hughes received a 15-year ban and a 150,000-franc fine. The sanctions follow broader legal and governance controversies involving both federations, including Jaleel’s reported prison sentence and FIFA’s installation of emergency management in Montserrat.
