Norway Assists Stranded Russians After Svalbard Vessel Seizure

Norwegian authorities seized the Russian vessel Professor Molchanov in Svalbard at the request of Ukraine’s state-owned energy company Naftogaz, which is seeking to enforce a multibillion-dollar arbitration award against Russia over assets allegedly expropriated in Crimea. The 71-meter vessel, carrying passengers, crew and supplies to the Russian settlement of Barentsburg, was detained under a Norwegian court order, leaving those aboard stranded. Norway said it is complying with its international obligations and will provide necessary assistance to Russian citizens, while continuing limited sanctions exemptions to help supply Russian settlements on the archipelago. The seizure has heightened tensions with Moscow, which has criticized the action, while the dispute also raises questions about the competing legal and economic rights of Norway and Russia under the 1920 Svalbard Treaty.
