Russia, Ukraine and US Plan Abu Dhabi Talks
Russia, Ukraine and the United States were planning to resume trilateral peace talks in Abu Dhabi in the first half of November, with Russia suggesting they could begin around November 10. The diplomatic push followed meetings between U.S. envoy Steve Witkoff and Presidents Vladimir Putin and Volodymyr Zelenskyy, after negotiations stalled earlier in the year. Ukraine has said the United States is discussing strong, potentially Article 5-style security guarantees to deter renewed Russian aggression after the war; Zelenskyy said proposals were included in a document Witkoff was expected to present to Moscow, but the terms and enforcement remained unsettled. Putin said talks should address long-term security arrangements for a final peace deal, while Zelenskyy urged a quick resumption and said Kyiv was open to ceasefire and other proposals. A breakthrough remained uncertain, as previous negotiations made little progress and Russia continued to press demands Ukraine had rejected.
