Putin Orders Private Data Centers to Reserve 10% Capacity for State Use
Russian President Vladimir Putin has ordered privately owned data centers in Russia to reserve 10% of their floor space and computing capacity for Russian information resources. Operators have up to 10 days to set aside the capacity but may continue using it until a government subcommission orders it released, at which point access must be provided within 24 hours; fees will be capped by the subcommission. The government is to establish the subcommission and have the Digital Development Ministry assess available capacity and set reliability requirements. The decree also permits temporary use of computing capacity outside Russia with approval from the Federal Security Service. The move follows attacks on Russian data centers, including facilities operated by Yandex and Sberbank, which disrupted digital services.
