France Plans UN Resolution on Hormuz Navigation

France is drafting a U.N. Security Council resolution affirming freedom of navigation through the Strait of Hormuz, respect for maritime law and support for peaceful efforts to ensure safe vessel passage. The initiative frames the strait’s security as vital to global food and energy supplies; before the war, about one-fifth of traded oil and gas passed through it, and Iran’s disruption has become a major source of leverage. France has discussed the proposal with the United States, Arab countries and Iran, with President Emmanuel Macron and President Donald Trump addressing the issue during the U.N. General Assembly. Separately, France has built a coalition of roughly 50 countries calling for the strait to reopen and has proposed a defensive maritime mission, conditional on a sustainable ceasefire; Macron has rejected a forced reopening while fighting continues.
