The dispute has had practical consequences for military benefits, and public support appears weak, with one poll finding only a quarter of Americans considered the conflict worthwhile and many blaming it for higher food and gasoline prices.

Calling it something other than "war" doesn't change what it looks like to the people getting shot at.
Casualties escalating but no timeline for ending it? That's not exactly reassuring to anyone with family over there.
If missiles are flying and people are dying, that's a war no matter what word they use for it.
